The regular meeting of the Riggins Urban Renewal Agency was called to order by Chairman and Board member Robert Crump. Other Board members present were Anderson, Harper, McClure and Underwood. Member Larry Barnard was absent.
The members were individually polled and all confirmed they had read the minutes of the previous meetings. There were no changes or alterations and the minutes were approved as read.
It was reported that a special City Council meeting was scheduled for 2:00pm, September 18th, to meet with JUB Engineers, Bond Counsel Michael Moore, Rural Development officials and Christine Frei from CEDA to discuss the urgent sewer renovation needed and the proposed bond levy. The project under consideration included the head works, dewatering system, with the aeration/clarifier repairs included if funds allow.
It was suggested that a public meeting be held after the Sept 18 meeting to begin the public input process, since there will not be much time for public notification about the proposed project and bond issue. The Board agreed, and calls and e-mails will be sent to notify citizens of the proposed meeting, which was planned for 7:00pm following the meeting with the bond counsel and funding agencies.
It was reported that the treatment plant renovation being proposed addresses the head works and dewatering system, now in need of immediate repair. Since this renovation is also the first step required in the process to convert the plant to a MBR process and expansion of the plant to provide service to the URD, it was agreed that URD tax increment funds could be used to help fund this project.
