The regular meeting of the Riggins URA was called to order by Chairman and Board Member Robert Crump. Other Board Members present were Roy Akins, Larry Barnard, Norm Klobetanz, and Glenna McClure. Board Member Carolyn Friend was absent.
The minutes were presented and members individually polled, all confirming they had read the minutes. Since there were no additions or corrections offered, the minutes were approved as presented.
The financial statement was presented showing a 4-30-10 balance of $2183.95 with $300 paid to the City of Riggins for the May-June administration costs, and –0- revenue, bringing the 5-31-10 balance to $1883.95. There is also $8978.73 in the Sewer Obligation Reserve Fund. After review, motion was made by McClure, seconded by Klobetanz, to approve the financial statement. Voting yea, Akins, Barnard, Crump, Klobetanz, and McClure. No nays, motion carried.
The Chairman requested that the URD assessed value be obtained from the Idaho County Assessor, to check the tax increment being received.
Chairman Crump also reported that Gary Lacy of REP had attended the Cascade River Park grand opening. He has also visited the River Park, and highly recommended that all Board members visit the park, if possible. He indicated that it is quite impressive, and may offer ideas to incorporate into our park design.
REP reported that they have not yet received comments on the permit application from the NezPerce Tribe. Chairman Crump reported that he had advised REP to proceed without the comments, and any comments the Tribe had would have to be addressed in the formal permitting process.
It was reported that the City is considering an RFP for both grant writing and administration when applying for an ICDBG Block Grant for the River Park construction. It has been recommended that the two be combined to better develop the project. After discussion, the Board agreed, and motion was made by McClure, seconded by Crump, to recommend that the City pursue the combined grant writing and administration RFP for the River Park Project. Voting yea, Akins, Barnard, Crump, Klobetanz, and McClure. No nays, motion carried.
Chairman Crump advised that it was important that the base of the Old Mill Bridge be inspected prior to the City taking ownership, to make sure the pier is not exposed again, after the recent flooding.

The special meeting was called to hold a Public Hearing on the proposed 2010-2011 URD Budget. There were no citizens present to offer comment or input on the proposal.
Since there was no comment received concerning the budget proposal, URD Resolution #10-01 was read approving the 2010-2011 URD budget in the amount of $2,484,580.
After review, motion was made by McClure, seconded by Crump, to pass and approve Resolution #10-01 approving the $2,484,580 2010-2011 URD Budget. Voting yea, Akins, Crump, Friend and McClure. No nays, motion carried. A copy of the resolution is attached and hereby made a part of this record.
