The regular meeting of the Riggins URA was called to order by Chairman and Board Member Robert Crump. Other Board members present were Roy Akins, Larry Barnard, Glenna McClure and Norm Klobetanz. Board Member Carolyn Friend was absent.
Guests present included Richelle Barger, Pat Alfrey, Rusty Bennett, Mike and Melissa Blimka.
The minutes of the previous meeting were presented. Board members were polled and all confirmed that they had read the minutes. There were no corrections or additions offered. Motion was made by Crump, seconded by McClure, to approve the minutes as presented. Voting yea, Akins, Barnard, Crump, Klobetanz and McClure. No nays, motion carried.
The financial statement was read detailing a March 31, 2010 balance of $3648.39, with no revenue received in April, and April disbursements totaling $1464.44, leaving a balance of $2183.95, plus $8977.36 in the Sewer Obligation Reserve as of April 30, 2010. After discussion, motion was made by McClure, seconded by Klobetanz to approve the financial statement and pay $300.00 to the City for May and June administration. Voting yea, Akins, Barnard, Crump, Klobetanz and McClure. No nays, motion carried.
Chairman Crump reported that Shane Siegle, from REP, had had no response from the NezPerce Tribe about improvements made for fish passage and habitat in regards to the River Park. After discussion, members agreed that REP should go forward with the in-stream permit application, rather than wait any longer. Motion to that effect was made by Barnard, seconded by Crump. Voting yea, Akins, Barnard, Crump, Klobetanz and McClure. No nays, motion carried.
Chairman Crump also reported that Dept of Commerce Block Grant funding was possible for the construction of the River Park. Formal Requests for Proposals were not required for grant application writing, and CEDA was interested in writing the application for the City, for a grant-writing fee of $3500, or less. After discussion, motion was made by Barnard, seconded by Akins, to recommend that the City hire CEDA to write a $500,000 ICDBG grant application for the construction of the River Park, at a cost of $3500, or less, funded by a URA OPA. Voting yea, Akins, Barnard, Crump, Klobetanz and McClure. No nays, motion carried.
It was reported that the Little Salmon Bridge work is coming along, with 4 stringers installed today.
Chairman Crump reported that Devon Barker is working hard on behalf of the River Park development. Senator Crapo will be in Riggins Saturday and plans to visit the River Park site. Board Member Akins will be taking him fishing during the day and Crapo will hold a public meeting at 4:00pm at the Salmon Rapids Lodge to discuss the bike closure of Rapid River trail.
There being no further business, motion was made by Klobetanz, seconded by McClure to adjourn the meeting. Voting yea, Akins, Barnarad, Crump, Klobetanz and McClure. No nays, motion carried. Meeting adjourned at 6:55pm.
