RIGGINS URBAN RENEWAL AGENCY

April 8, 2013 -- 6:30 p.m.

City Hall

The regular meeting of the Riggins Urban Renewal Agency was called to order by Board Member Glenna McClure.  Other Board members present were Roy Akins, Gary Miller, Matt Sinclair, and Carolyn Friend.  Chairperson Robert Crump was absent.  The minutes of the previous meeting were presented and members individually polled, all agreeing they had reviewed the minutes. 

FINANCIAL STATEMENT:  The financial statement was read detailing the 12/31/12 cash balance of $7,885.91, plus receipts of $7,103.84 and $7,685.91 in disbursements, leaving cash balance of $7,303.84 as of 3/31/13.  Cash in Sewer Obligation Reserve showed a beginning balance of $2,534.18; interest of $2.38, and deposit of $7,185.91 with an ending balance of $9,722.47.  Friend made a motion to approve the previous meeting minutes and the Financial Statement as presented; seconded by Miller; voting yea Sinclair, Akins, Friend and Miller.  No nays, motion carried.

DISBURSEMENT OF FUNDS:  Akins made a motion to pay the July to September Administration costs to the City totaling $225.00 leaving a balance of $7,078.84; seconded by Miller; voting yea Miller, Akins, Sinclair and Friend.  No nays; motion carried.

Friend made a motion to transfer $5,000.00 to the Sewer Obligation Reserve leaving a balance of $2,078.84 in the checking account; seconded by Sinclair; voting yea, Sinclair, Akins, Friend and McClure.  No nays, motion carried. 

 At this time, McClure requested that scheduling of the 2013-14 Budget Meetings be added to the agenda.

 OLD BUSINESS

AMBULANCE BUILDING:  Miller reported the idea of a 30-year lease on the property was discussed at the last School Board meeting.  Discussed the possibility of a reversion deed similar to what the IOOF Hall had.  It was reiterated that the communication lines are open with the School Board, and that negotiations will continue.  Miller and Friend will meet and calculate what the financial options are for a 30-year lease.

 NEW BUSINESS

2013-14 BUDGET MEETINGS:  The Clerk will develop the 2013-14 Budget Meeting Schedule including a Special Meeting in June to adopt a Tentative Budget, and a Public Hearing to be scheduled for July 8, 2013.
