The regular meeting of the Riggins Urban Renewal Agency was called to order by Chairperson Glenna McClure.  Other Board members present were Roy Akins, Gary Miller and Jonny Wilson.  Board members, Matt Sinclair and Carolyn Friend, were absent.    

PREVIOUS MEETING MINUTES: The minutes of the previous meeting were presented and members individually polled, all agreeing they had reviewed the minutes.  Motion was made by Wilson to approve the minutes as presented; seconded by Akins; voting yea, Wilson, Akins and Miller.  No nays; motion carried.

FINANCIAL STATEMENT:  The financial statement was read detailing the 9/30/16 cash balance of $3,962.79, with $1,164 in receipts, and $3,262.50 in disbursements, leaving a cash balance of $1,864.29 as of 12/30/16. Cash in the Sewer Obligation Reserve showed a beginning balance of $15,090.44; interest of $26.13; a contribution of $3,000, leaving a balance of $18,116.57.  Miller made a motion to approve the Financial Statement; seconded by Wilson; voting yea Miller, Akins and Wilson.  No nays, motion carried.

DISBURSEMENT OF FUNDS:  Motion was made by Miller to pay $225 for January through March 2017 Administration and $50 membership dues to the Redevelopment Association of Idaho leaving a balance of $1,587.29 in the checking account.  Motion was seconded by Wilson; voting yea, Wilson, Miller, and Akins.  No nays, motion carried. 

McClure requested the Board consider donating some funds to the Salmon River School District to be used specifically for student related activities in accordance with the URA Bylaws.

With the increased revenue from the City’s Resort Tax, it may be possible to use the Resort Tax revenue for the entire GO Bond payment freeing up the URA funds for other uses. 

It was decided these issues will be discussed at the April 2017 meeting along with research on the Bylaws.

There being no further business, the meeting was adjourned at 6:30 p.m.
