The regular meeting of the Riggins URA was called to order by Board Member Glenna McClure in the absence of Chairman Robert Crump. Other Board members present were Tom Anderson, Larry Barnard, Carolyn Friend and Norm Klobetanz.
The minutes of the previous meeting were presented. Board members were polled and all confirmed that they had read the minutes. There were no corrections or additions to the minutes offered and motion was made by McClure, seconded by Friend, to approve the minutes as presented. Voting yea, Anderson, Barnard, Friend, Klobetanz and McClure. No nays, motion carried.
The financial statement was read detailing a November 30, 2009 balance of $1153.32, with receipts of $1634.44, and $300.00 disbursements, leaving a balance of $2487.76, plus $6971.92 in the Sewer Obligation Reserve as of December 31, 2009. After discussion, Motion was then made by Anderson, seconded by McClure, to approve the financial statement and to transfer $1,000 to the Sewer Obligation Reserve, pay the January City administration of $150, and $500 plus accrued interest towards Browns Industries OPA for the WhiteWater Park. Voting yea, Anderson, Barnard, Friend, McClure and Klobetanz. No nays, motion carried.
Board Member McClure reported on a White Water Park Committee meeting held with Dan Miller from the National Park Service. They will provide technical assistance, mainly with the plans for bathrooms, parking, trails, etc. Miller also offered to attend meetings scheduled with the various agencies during the permit process. It was reported that Miller and the White Water Park Committee recommended that a meeting be scheduled with all the agencies, and REP, to review the plans, prior to submission of the formal river permit application. This would allow time to address any concerns they might have prior to the formal application process. After discussion, motion was made by Klobetanz, seconded by Anderson, to recommend that the City schedule the agency meeting prior to the formal permit process submittal. Voting yea, Anderson, Barnard, Friend, Klobetanz and McClure. No nays, motion carried.
There was no update on the Little Salmon River Bridge project, and no further business, so the meeting was adjourned.
