The regular meeting of the Riggins Urban Renewal Agency was called to order by Board Member/Chairman Robert Crump.  Other Board Members present were Roy Akins, Larry Barnard, and Glenna McClure.  Member Carolyn Friend and Matt Sinclair were absent.

 

The minutes of the previous meeting were presented and members individually polled, all confirming they had read the minutes.  Since there were no additions or corrections offered, the minutes were approved as presented.

 

The financial statement was presented showing the 06-30-11 balance of $1242.88, with $4869.25 Idaho County tax increment revenue received and $450 paid to City of Riggins for July-September administration, leaving a checking account balance of $5662.13 as of 09-30-11.  There is also $8517.94 in the Sewer Obligation Reserve Fund. After review, motion was made by Barnard, seconded by Akins, to approve the financial statement as presented.  Voting yea, Akins, Barnard, Crump and McClure.  No nays, motion carried. 

 

Chairman Crump reported that the Redevelopment Association of Idaho, a lobbying organization forming for the benefit of URA’s, had increased their dues from $50, as originally stated, to 1% of the URA tax increment received.  Since this would increase the dues to over $120 per year, motion was made by Crump, seconded by Barnard to rescind the motion to pay the $50 dues.  Voting yea, Akins, Barnard, Crump and McClure.  No nays, motion carried.    Motion was then made by Crump, seconded by Barnard to decline membership in the RAI, and not obligate 1% of the tax increment for dues at this time.  Voting yea, Akins, Crump, Barnard and McClure.  No nays, motion carried.

 

After review of the financial statement, motion was made by Crump, seconded by McClure, to pay the City $450 for Oct-Dec administration.  Voting yea, Akins, Barnard, Crump and McClure.  No nays, motion carried.  Motion was then made by Crump, seconded by Akins, to transfer $4000 to the Sewer Bond Reserve fund  and to repay $1000 towards the City WWP OPA.  Voting yea, Akins, Barnard, Crump and McClure.  No nays, motion carried.

 

There being no further business, the meeting was adjourned.
