The regular meeting of the Riggins Urban Renewal Agency was called to order by Chairman and Board member Robert Crump. Other Board members present were Anderson, Barnard, Friend, Klobetanz and McClure.
The minutes were presented and the financial statement was read. Both were approved as presented.
Board member Larry Barnard reported on the Dept of Commerce Idaho Travel Council meeting held recently. He indicated that Judd DeBoer gave a report on the proposed White Water Park, with the ADA opportunities stressed. The Travel Council seemed very impressed with the project and indicated their support for funding.
Chairman Crump reported that the White Water Park Project needed a committee to head up future project activities, and suggested that Devon Barker may be just the person to be in charge.
The White Water Park Study, prepared by REP, was discussed. Since REP had not formally responded to the comments from the last meeting, motion was made by Anderson, seconded by Barnard, to recommend the City’s approval of the document and payment for services, upon Chairman Crump’s review and approval of the amended document. Voting yea, Anderson, Barnard, Crump, Friend, Klobetanz and McClure. No nays.
At this time the sewer renovation project was discussed. The $1.8M renovation planned is the first stage of construction required to expand the plant to handle additional volume of sewage anticipated upon URA development. After discussion, motion was made by Anderson, seconded by McClure, to certify and commit $10,000 per year as a minimum, or 65% of the URD tax increment (whichever is greater) to the City for repayment of the General Obligation Bond passed for funding the sewer renovation project. Voting yea, Anderson, Barnard, Crump, Friend, Klobetanz and McClure. No nays.
