AN ORDINANCE OF THE CITY OF RIGGINS, IDAHO COUNTY, IDAHO, AMENDING SECTION 13 OF ORDINANCE #59; PROVIDING FOR MINIMUM FEE FOR THE COLLECTION OF RESIDENTIAL AND COMMERCIAL ACCOUNTS; REPEALING ALL ORDINANCES IN CONFLICT, AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RIGGINS, IDAHO:
Section 1. Section 13 or Ordinance No. 59 of the City of Riggins be amended to read as follows:
A. Minimum Charge: For all uses of the system, except as hereinafter provided, a minimum monthly fee shall be paid, which fee shall entitle the user to one and only one pickup per week which shall not exceed the size and weight limits herein prescribed.
B. Commercial Collections - Minimum Charge: For all collections from commercial premises, a minimum monthly fee shall be paid, which fee shall entitle the user to one can or container, per EU assessed, to be picked up once a week. Such can or container shall not exceed the size and weight limits herein prescribed in Section 9. any additional refuse collection required by the commercial user shall be handled as job work, as described in Section 13(C) of City of Riggins Ordinance #59, with the City assuming no responsibility for collection of funds under such arrangements.
Section 2. Equivalent Use Charge: all commercial rates shall based on the number of equivalent connections associated with that business. The rate for a single user having more than one classification of use shall be based on the sun of the fees. The minimum monthly charge shall be one equivalent user. The Equivalent use charge system is based on the following:
1. The equivalent use charge (EU) shall be established by resolution by the City Council. The EU rate, as well as the classification of use, shall be reviewed each July by the Council.
2. The monthly user charges are based on the following schedule:

Section 3. All ordinances or parts thereof in conflict herewith are hereby repealed and that the remainder of said ordinances shall remain in full force and effect and is hereby ratified in all respects.
Section 4. This ordinance shall take effect October 1, 1990 upon its passage, approval and publication in the Idaho County Free Press.
