IMPORTANT NEWS …. PLEASE READ CAREFULLY…
 

JUB Engineers, who are completing an engineering assessment of our sewer system, 
reported that the 31-year-old treatment plant is in serious need of attention.  They reported 
that the plant is currently operating beyond its reliable treatment ability.  Since there is not 
an effective way to dewater and dispose of the waste sludge during the winter, the solids are 
stored in the system’s basins. This buildup of solids in the system negatively impacts the plant’s 
performance and is jeopardizing our ability to meet the strict requirements of the EPA effluent 
discharge permit.  JUB reported that to improve the plant performance and reliability, sludge 
dewatering equipment and improved headworks are urgently needed. They indicated that the 
problem is so serious, that unless it is addressed immediately, a moratorium should be placed 
upon the sewer system restricting any new hookups.  
The Council was hoping that these deficiencies could be addressed when the plant is enlarged 
to accommodate the new development anticipated at the Millsite.  However, JUB’s report made 
it very clear that the solids problem now being experienced at the plant must be addressed as 
soon as possible.  Since Browns Industries officials have indicated that they have no immediate 
plans for sewer hookup needs, the Council is pursuing other avenues of financing the estimated 
$1.6M renovation.  Meetings are being scheduled with USDA Rural Development, ICDBG 
Grant Writers and Bond Counsel to investigate financing and grant options. 
 It is very likely that a bond election will be scheduled in November to ask residents to approve
 a sewer bond to help with the needed renovation.  The Mayor and Council are committed to
keep the monthly sewer rates from raising exorbitantly, and will propose a general obligation 
bond to provide construction financing, to be repaid from the Resort Tax and from Urban 
Renewal Funds.   The Resort Tax, which was passed last year to help with the sewer 
renovation, provides approximately $50,000 revenue a year.  Approval of the sewer bond 
grants the City the authority to borrow the money needed to help finance the construction 
project, and to use the Resort Tax income to repay the loan. 

There will be more information provided later in the month, following the meeting with Bond 
Counsel and the funding agencies.  Since there is not much time to get the information out, 
please watch for news articles in the Current and Free Press.  We want you to be informed 
on this important issue and to understand the reasons for the bond election.  Bond approval 
is the required first step in the sewer renovation process.  JUB officials have made it very clear
that renovation and correction of the sewer treatment plant cannot be ignored. Our system is 
operating on the edge, and it is imperative that it be addressed now to avoid violation of the 
EPA discharge permit and costly violation fines.

The Resort Tax, which was supported overwhelmingly last year, will be invaluable in completing
these repairs.  But the bond election is the required mechanism that grants the City the authority 
to use that revenue as planned.  We need your support on this issue!

DO YOU WANT TO SERVE YOUR CITY??
 

The City’s general election will be held on Tuesday, November 6, 2007.  There are two 
four-year Council positions up for election this year.  If you are interested in filing for one 
of these positions, an official “Declaration Of Candidacy” must be filed with the City Clerk, 
accompanied by: (1) a nonrefundable filing fee of $40 or (2) a petition of candidacy, signed 
by at least five qualified city electors, that has been verified by the Idaho County Auditor’s 
office.  The deadline for filing is Friday, September 7, 2007 at 5:00 p.m.  Declarations Of 
Candidacy are available at City Hall, which is open from the hours of 10:00am to 5:00pm, 
Monday through Friday.

 

The Council positions up for grabs are currently being held by Bob Harper and 
Suzann Underwood.  Bob Harper has filed for re-election and he is joined by Carolyn Friend 
and Larry Barnard, who have also thrown their hats into the ring.  It is unknown, at this time, 
if Suzann Underwood will be running for re-election.  

 

These are exciting times for Riggins, with many projects under consideration.

times, stop in the City Hall and pick up a Declaration Of Candidacy.   Petitions for Nomination 
will be accepted until 5:00pm September 7th.
IT’S SOCCER TIME!
 

Recreation Director Sharon Boggan reports that Mrs. Branstetter has volunteered to coach
 the K, 1st and 2nd graders, but they are still looking for an assistant coach for that group 
as well as coaches, referees and volunteers for the 3rd/4th Grade and 5th/6th Grade groups.  

 

The K-2nd Grade soccer players will play during the halftime of Salmon River Savages 
HOME games. There will be two teams, so if you are interested in sponsoring a Soccer 
Team this year, or could help out with the coaching, please contact Sharon at the City Hall. 
 
LIBRARY NEWS….

 

The three new computers purchased with the grant from the Bill and Melinda Gates 
Foundation and Idaho Commission for Libraries are all up and running!  The Library 
now has seven computers available for patron use, all connected to the Internet. 

Stop in and check them out!

 

The Library’s new children’s program “Read to Me, First Book” will begin in September.
This program, funded through an Idaho Commission for Libraries grant, provides every 
child in Daycare, Headstart and Kindergarten one book each month to read and keep at home.  
The program will continue through the summer of 2008.  For more information about this
