The
Riggins garbage service is changing…… Wednesday, December 26th
will be the last pickup day for Walco, Inc.
LakeShore Disposal, from McCall, will be the new Riggins contractor
beginning December 27th.
Walco
had requested a 10% increase, plus a change in the commercial accounts,
which would have increased some small commercial users nearly 40%.
In an effort to address their concerns about commercial users, the
Council had previously re-assessed some of those accounts, which
gave Walco an approximate 6% increase in December 2006.
In addition, the Council approved a city-wide 5% increase in October
2007, bringing the contract rate to $15.50 per EU.
Walco met again with the Council, repeating their request for the
additional 5% city-wide increase, and to increase the commercial carts to
$24.50. A public hearing was held concerning their request, and the citizens
present at the meeting requested that the City Council pursue other
contractors or Idaho County as alternatives to the increase proposed by
Walco. The City requested bid
proposals from Walco, LakeShore Disposal and Simmons Sanitation (out of
Kamiah). Proposals were received
from Walco and LakeShore. Simmons
Sanitation did not respond to the request for proposal.
After
review of the bids detailed below, the Council voted to contract with
LakeShore for the garbage service.

The
last pickup day for Walco will be December 26th.
LakeShore will be in Riggins that week placing their carts around
town and delivering dumpster containers. The garbage pickup day will be
changed from Wednesday to Friday, according to LakeShore, and their first
pickup will be on January 4th.
There
will be a slight increase in the garbage rates effective January 1st
to accommodate the increase in bid proposal.
The City previously paid Walco $15.50, and will now pay LakeShore
$15.90. Since the City has historically collected 40Ë
per account for billing, it is anticipated that the new garbage rate will be
$16.30 per resident, and EU.
Another
change will be that the City will now be doing all of the garbage billing,
including dumpsters and containers. We
will be contacting those customers to find out what size containers are
used, and what service you have had in the past.
LakeShore Disposal will also be in contact with commercial users
about their service.
We
are sorry for any disruption this change in contractors may cause. We think
that the transition will go smoothly and would ask for your patience during
