RIGGINS CITY COUNCIL
August 25, 2015 – 9:00 a.m.
A special meeting of the Riggins City Council was called to order by Mayor Glenna McClure. Councilors present were Wilson, Friend, Akins and Miller.

The purpose of this special meeting was to address the water hookup fee variance request from Ray Sterger for the Underwood-Sterger RV Park.
UNDERWOOD-STERGER RV PARK: Ray Sterger thanked the Council members for accommodating him with this special meeting, and allowing him to present his concerns. Sterger stated they were not aware of the new ordinance and the increased hookup fees at the time they negotiated the sale of Summerville’s Bar and Cafe. He mentioned there was a water line break last year, and that a new meter could have been installed at that time closer to the building. He stated they are not in a position to pay the Water Hookup Fee for the RV Park. They currently have only 1 full-time resident, with the other spots being used from time to time. Discussed the flat water rate the RV Park has been paying ($50 per month) due to the fact the RV Park and Summerville’s was on one meter.
Mayor McClure referenced the letter sent to Sterger on July 28th stating the City required a copy of a Maintenance Agreement between Summerville’s and the RV Park for the “community line” which serves both properties. Discussed the need for a Sewer Easement between Summerville’s new owner and Sterger since the main sewer line is on the RV Park property; Mayor McClure requested a copy of the easement for the City’s file.
Discussed the Council allowing a 1-year payment plan for the $3,000 Water Hookup fee, and the City’s installation costs (meter, parts, etc.), estimated at $1,000. Sterger stated he was agreeable to making a payment plan arrangement. Councilor Friend indicated the City would need to file a lien on the RV Park property until the fee and installation costs were satisfied.
At this time, a motion was made by Friend to approve a one year payment plan for the Underwood-Sterger RV Park water hookup fee of $3,000 plus the City’s installation costs, and for the Clerk to file a lien on the Underwood-Sterger RV Park until such time the fee and costs are satisfied in full; seconded by Akins. Voting yea, Wilson, Miller, Akins and Friend. No nays; motion carried.
Clerk will prepare a payment plan for Sterger to sign and return.
There being no further business, the meeting was adjourned at 9:30 a.m.
