A special meeting of the Riggins City Council was called to order by Mayor Crump. Council present were Anderson, Harper and McClure. Councilor Underwood was absent.

Gerry Kooyers attended as a guest.

The purpose of the special meeting was to hold public hearings on the proposed 2007-2008 Tentative Budget, the 2006-2007 Amended Budget, and the Proposed Ambulance New and Increased Fees, and to consider the ordinances, resolutions and documents related to those budget items.

The public hearing was opened for the 2007-2008 Tentative Budget. There was no public comment received regarding the proposal.

The public hearing was opened for the following proposed ambulance fees: (1) Increase the mileage rate from $6.05 to $8.05 per patient mile and (2) A new fee of $500.00 for extrication when required on vehicle accidents. There was no public comment received regarding the proposed new and increased fees.

Since there was no public input offered on the proposed 2007-2008 budget, the Appropriation Ordinance # 176 was read:

AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR FISCAL YEAR BEGINNING OCTOBER 1, 2007, APPROPRIATING THE SUM OF $4,670,369.00 TO DEFRAY THE EXPENSE AND LIABILITIES OF THE CITY OF RIGGINS FOR SAID FISCAL YEAR, AUTHORIZING A LEVY OF A SUFFICIENT TAX UPON THE TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATION IS MADE.

Motion was made by McClure, seconded by Anderson, to suspend with the rules requiring the reading of the ordinance on three separate days. Voting yea, Anderson, Harper and McClure. No nays. Motion was then made by McClure, seconded by Harper, to pass and approve the Appropriation Ordinance #176 under suspension of the rules. Voting yea, Anderson, Harper and McClure. No nays.

Since there was no public input offered on the proposed Amended 2006-2007 Budget Ordinance #177 was read:

            APPROPRIATIONS ORDINANCE AMENDMENT

AN ORDINANCE OF THE CITY OF RIGGINS, IDAHO, AMENDING ORDINANCE NO. 170 THE APPROPRATIONS ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2006, TO REFLECT THE RECEIPT OF UNSCHEDULED REVENUE, INCREASING AND ESTABLISHING THE APPROPRITIONS FOR EXPENDITURES IN THE LIBRARY DEPARTMENT, PROVIDING THAT THE TAX LEVY UPON TAXABLE PROPERTY WITHIN THE CITY IS NOT AFFECTED HEREBY, PROVIDING THAT ALL ORDINANCES IN CONFLICT HEREWITH ARE REPEALED TO THE EXTENT OF SUCH CONFLICT, AND PROVIDING AN EFFECTIVE DATE.

Motion was made by McClure, seconded by Anderson, to suspend with the rules requiring the reading of the ordinance on three separate days. Voting yea, Anderson, Harper and McClure. No nays. Motion was then made by McClure, seconded by Harper, to pass and approve the Appropriation Ordinance #177 under suspension of the rules. Voting yea, Anderson, Harper and McClure. No nays.

In connection with the passage of Ordinance #176 and approval of the 2007-2008 budget, motion was made by McClure, seconded by Anderson, to approve the City of Riggins

2007-2008 L-2 Dollar Certification of Budget Request in the amount of $57,270.00, and authorize the signature of the Mayor. Voting yea, Anderson, Harper and McClure. No nays.

Resolution #07-03 was presented, establishing the following ambulance fees:

      Base Rate: $300 City, $400 Area, and $500 Out of Area

      Mileage: $8.05 per patient mile

      Extrication: $500 per run, when required

The resolution increased the mileage rate from $6.05 per mile to $8.05, and added the new fee of $500 for extrication service. After review, motion was made by Harper, seconded by McClure, to approve Resolution #07-03 as presented. Voting yea, Anderson, Harper and McClure. No nays. A copy of the resolution is attached and hereby made a part of this record.

Resolution #07-04 was presented, authorizing a 5% raise in the garbage fees from $l4.75 per EU to $15.50. Walco officials had requested a 10% increase to cover the previous two years, but the budget included only a 5% raise, since Walco had been given an increase amounting to 6.34% in December 2006, as a result of the commercial reassessment and EU fraction rounding. Motion was made by Anderson, seconded by McClure, to pass and approved Resolution #07-04 as presented. Voting yea, Anderson, Harper and McClure. No nays. A copy of the resolution is attached and hereby made a part of this record.
