RIGGINS CITY COUNCIL
July 25, 2017 – 10:00 a.m.
A special meeting of the Riggins City Council was called to order by Mayor Glenna McClure. Purpose of the special meeting was to amend the proposed FY17-18 budget, to discuss a water meter issue at the Riggins Manor, and to discuss a personnel issue in Executive Session. Councilors present were Friend and Miller; and Councilor Wilson participated via phone. Councilor Akins was absent.
FY2017-2018 BUDGET: Mayor McClure proposed adding a City Parking Lot Grant to the Street Department budget to purchase property, prep and paving for approximately $300,000. The Clerk provided an updated Personnel budget with the Seasonal Laborer position included. Motion was made by Friend to add the City Parking Lot Grant to the Street budget, and to add a Seasonal Laborer to personnel budgets in Public Works; seconded by Miller. Voting yea, Wilson, Miller and Friend. No nays; motion carried.
RIGGINS MANOR WATER BILLING (#2-132): Clerk reported that Sharon Nine is requesting an adjustment to the water billing. During winter months, condensation makes the meter unreadable. Therefore, consumption is estimated at the minimum of 16,000 gallons. Public Works reports that there is not way to shut the water off; there are plans to install a new meter with a shut-off valve. June consumption was 86,800; 2015 and 2016 history was reviewed. After discussion, motion was made by Wilson to table the issue until the August meeting when the July consumption will be calculated; seconded by Miller. Voting yea, Miller, Wilson and Friend. No nays; motion carried.
At 10:15 a.m., motion was made by Friend to go into Executive Session per Idaho Code 74-206(a); seconded by Miller. Mayor McClure conducted a roll call vote on the motion – Wilson-yes, Miller-yes, Friend-yes. No nays; motion carried.
At 10:50 a.m., motion was made by Friend to end the Executive Session; seconded by Miller. Mayor McClure conducted a roll call vote on the motion – Wilson-yes, Miller-yes, Friend-yes. No nays; motion carried.
As a result of the Executive Session, motion was made by Miller to create a PUBLIC WORKS DIRECTOR position; seconded by Friend. Voting yea, Miller, Friend and Wilson. No nays; motion carried.
Motion was made by Friend to advertise a job opening for a full-time Public Works Director, salary DOE, in the Idaho County Free Press, Idaho Job Service, IRWA website; seconded by Miller. Voting yea, Miller, Wilson and Friend. No nays; motion carried.
There being no further business, the meeting was adjourned at 11:00 a.m.
