RIGGINS CITY COUNCIL

SPECIAL MEETING

July 28, 2015 – 9:00 a.m.

City Hall

A special meeting of the Riggins City Council was called to order by Mayor Glenna McClure.  Councilors present were Friend, Akins and Miller.  Councilor Wilson was absent.

The purpose of this special meeting was to review the Sheriff’s Department agreement, and to address the variance request from Suzann Underwood for their RV Park.

SHERIFF’S DEPARTMENT AGREEMENT:  Reviewed draft agreement with the following revisions –

1)   Remove section on Personnel

2)   Make data reporting quarterly

3)   Remove section on Emergency Phone System

Motion was made by Akins to accept the Sheriff’s Department Agreement with changes; seconded by Miller.  Voting yea, Miller, Friend and Akins.  No nays; motion carried.  Clerk was directed to forward revised agreement to Sheriff Giddings for review and approval.

UNDERWOOD-STERGER RV PARK:  Clerk reported Suzann Underwood contacted City Hall by phone to request a variance on the Water Hookup Fee.  Summerville’s Bar and Café property has been sold.  When the RV Park was established, tied into the water line with Summerville’s; both properties were owned by Sterger and Underwood.  Council reviewed Water Ordinance #205, section 6-3 – Grandfathered Connections which states that if a property is divided, each business will be required to install a separate, private water line and meter, and will be subject to the hookup fees described in the ordinance.  Since there is a community sewer line serving both properties, discussed the need for a Sewer Maintenance Agreement between Summerville’s and the RV Park.  Motion was made by Miller to deny the variance and to require a Hookup Fee of $3,000 for a 5/8” meter, and a Maintenance Agreement between Summerville’s and the RV Park; seconded by Friend.  Voting yea, Miller, Akins and Friend.  No nays; motion carried.  Since Underwood was not in attendance, Clerk will draft a letter to Underwood advising of the Council’s decision; a copy of Water Ordinance #205 will be included.

There being no further business, the meeting was adjourned at 9:30 a.m.
