Special City Council Meeting

July 29, 2019 – 5:50 p.m.

City Hall

This special meeting of the Riggins City Council was called to order by Mayor Glenna McClure.  Councilors present – Miller, Wilson, and Friend.  Councilor Akins was absent.

The purpose of this special meeting was to discuss utility billing for a tenant scenario, and to review and tentatively approve the FY2019-2020 Budget.

UTILITY BILLING – TENANT:  The Clerk requested clarification about utility billing for a basement living unit. In the case where there is a "lot" that is divided/sold, a new water hookup would be required.  In this case, where the property cannot be divided (basement apartment), there is no additional hookup fee required.

þ  If there is a tenant renting the basement, the following applies:

Water billing - the additional living unit is 1 EU (billing unit), which makes the property 2 EU's and Large Commercial.  Sewer - 2 EU's for sewer; Garbage - 2 EU's for garbage.

þ  If there is a family member living in the basement who is not paying rent, no increase is billed. 

þ  Discussed the need for property owners to update the Clerk in a timely manner when status changes.

FY19-20 BUDGET: 

3  Legal Expenses – the City Attorney is charging the City for prosecution of crimes in the City.  There is concern that the City is paying for prosecution of all crimes, rather than city ordinances.  The Clerk will research Idaho Code and contact AIC to clarify.

3  Security Cameras – after discussion, budget will be raised to $4,000 to include the Park Stage.

3  Idaho Power Lighting – need to determine if any other facilities need to have lighting replacement project; check with Dan.

3  Park Use Fees – after discussion, use fees were increased as follows:

o   Less than 50 people = $100

o   Over 50 people = $200

o   Stage Electricity = $50

o   Cleaning/Damage Deposit = $200

Motion was made by Miller to tentatively approve the budget with the listed amendments for publication; seconded by Friend.  Voting yea, Friend, Wilson and Miller.  No nays; motion carried.

PUBLIC HEARING – AUGUST 14TH at 6:15 p.m.

There being no further business, the meeting was adjourned at 7:00 p.m.
