A special meeting of the Riggins City Council was called to order by Mayor Glenna McClure.  Councilors
present were Friend, Akins, and Crump; Councilor Miller was absent.  Guest – Sheriff Doug Giddings.

The purpose of this meeting was to negotiate the Idaho County Sheriff’s Department annual contract, and
an Alcohol Beverage License Application from Big Iron Motel.  Mayor McClure requested that a Park Use
Application for a concert be added to the agenda.

SHERIFF’S DEPARTMENT CONTRACT:  Mayor McClure stated that the City is proposing a $10,000
decrease in the annual contract to $15,000.  Sheriff Giddings explained the 3% increase he had proposed
to cover the cost of the ILET System, which was mandated by the Legislature at a cost of $5,000, indicating
he had proposed an increase to the contract for each City in the County.
Sheriff Giddings went on to explain that they were in the process of hiring another Deputy for this area for
a total of three; if the contract is reduced, they will not hire.  If they do not hire another deputy, current
deputies have to work more; quick response will be impacted; Deputy Wilson will be in the hot seat.  They
make approximately $14 per hour; overtime is calculated in such a way that the more they work, the less
money they make; overtime figures out to be around $6 per hour.
Sheriff Giddings stated that coverage for the Riggins Rodeo and Jet Boat Races is expensive –
approximately $2,000-3,000 per event.  
Councilor Akins brought up the considerable decline in Court Fine revenue.  Sheriff Giddings indicated that
different deputies have differing approaches to writing tickets.  Another issue is the reduction of funding for
weigh station enforcement; Giddings indicated a significant amount of revenue comes from the trucking
Councilor Crump explained that the cost of the diesel cleanup was nearly $37,000; the City must find some
way to recover this amount.  Reducing the Sheriff’s Department annual contract to $15,000 over the next
few years would accomplish this.  
Mayor McClure and the Council expressed their appreciation to Sheriff Giddings for his time and
consideration.  The contract will be revised to indicate a contract cost of $15,000 effective October 1, 2013.

ALCOHOL BEVERAGE LICENSE:  Motion was made by Crump to approve the Alcohol Beverage License
for Big Iron Motel to sell packaged beer; seconded by Akins.  Voting yea – Akins, Crump and Friend.  No
nays; motion carried.

PARK USE APPLICATION:  an application has been submitted for a concert in August; organizers are
advertising an entrance fee of $15 per person.  Mayor McClure referenced the City’s lease contract with
Idaho Department of Transportation for the park which states, “No business or commercial activities
are to be allowed except community sponsored non-profit benefits.”  Clerk was requested to
include this reminder in a City Newsletter.  Discussed the current policy of not charging for weddings,
reunions, etc.; these events can be costly for the City in terms of utilizing power, restroom products, etc.
There was a question if the Chamber of Commerce pays Idaho Power for the stage.  If so, invite a Chamber
of Commerce representative to discuss the City paying this cost at the July meeting.
