RIGGINS CITY COUNCIL
SPECIAL MEETINGA special meeting of the Riggins City Council was called to order by Mayor Glenna McClure.
June 21, 2013 – 9:00 a.m.
Councilors present were Friend, Akins, Miller and Crump. Guest – Sharon Boggan.
The purpose of this meeting was to discuss filling the janitorial position; the contract with Idaho
County Sheriff’s Department; fundraising efforts for the Recreation Department; and FY2013-14
JANITORIAL: Motion was made by Crump to hire Linnea Sohrakoff (Beetle) for the part-time
janitorial position at $8.75 per hour beginning June 24th; seconded by Miller. Voting yea - Akins,
Crump, Friend and Miller. No nays; motion carried.
SHERIFF’S DEPARTMENT CONTRACT: The Council discussed reducing the annual contract with
the Idaho County Sheriff’s Department for FY2013-14. Current contract is $25,000 per year.
Sheriff has requested a 3% increase to recover the cost of implementing the ILET System (Idaho
Law Enforcement Teletype). Discussed numerous issues that have impacted the city’s budget
including the $37,000 diesel cleanup, significant decrease in Court Fine revenue, and increased
City personnel costs. The Council agreed that raising Water/Sewer fees or taxes on citizens was
not a favorable option. Motion was made by Crump to have Mayor McClure contact Sheriff
Giddings to propose a reduction in the annual contract to $15,000, and to begin the negotiation
process as indicated in the contract; seconded by Friend. Voting yea – Miller, Friend, Crump and
Akins. No nays; motion carried.
RECREATION DEPARTMENT – FUNDRAISING: The Council called on Sharon Boggan, Recreation
Department Director, to discuss fundraising for the department. Sharon indicated that she
planned on doing a raffle over the next couple of months; this will be the department’s main
fundraiser. Raffle items will include gift baskets and rafting trips ; may also have a Silent Auction;
it was suggested that businesses and sponsors be publicly recognized in the City Newsletter.
Sharon would like to have the raffle drawing around September. There was a question if the Fire
Department was going to do another fundraiser Chili Contest again this summer/fall. If so, the
Recreation Raffle could coincide with the Chili Feed. The Clerk will contact Jeff Joyce about the
Fire Department plans. There was also discussion of having an Open House for the Riggins
Community Center around the same time (September). Motion was made by Crump to have the
Recreation Director proceed with a fundraiser raffle/Silent Auction in September; seconded by
Akins. Voting yea – Friend, Crump, Akins and Miller. No nays; motion carried.
BUDGET ISSUES: Fireworks for the 4th of July was discussed; the Chamber of Commerce may
contribute some towards the cost; budget $1,000 for the City’s expense. If the Fire Department
has a Chili Feed, request donations for the 4th of July, 2014.
