City Hall




The regular meeting of the Riggins City Council was called to order by Mayor Robert Crump.  Council present were Anderson, Barnard, Friend and McClure.  Susan Long Deputy Clerk was present in the absence of June Whitten.  Guests present included John Doty, Robert Ader, and Charlie Amell.


The minutes of the previous meeting were presented.  Council members were individually polled and all confirmed they had read the minutes of the previous meeting.  There were no additions or corrections, and the minutes were approved as presented.


The financial statement was read detailing $17,432.72 bills paid after the May meeting, bringing the total May 2008 disbursements to $37,261.73.  Bills in the amount of $19,596.38 were then presented for payment.  After review, motion was made by Barnard, seconded by Anderson to approve the financial statement and allow the bills.  Voting yea, Anderson, Barnard, Friend and McClure.  No nays.  A copy of the financial statement is attached and hereby made a part of this record.


John Doty spoke to the Council about the speed limit signs being changed from 35mph to all 25mph in town.  He would like the Council to make copies of all correspondence between the city and ITD and give to Representative Paul Shepherd for his upcoming meetings.  The Concil agreed the documents would be copied and given to John Doty and he would pass on to Paul Shepherd.


John Doty also talked to the Council about getting the Adopt A Highway program through town.  John will contact ITD about adopting road.


At 7:20pm  McClure made a motion to enter into executive session to discuss a personnel matter and Friend seconded.  Voting yea, Anderson, McClure, Friend, Barnard.  No nays.

The Council then entered into Executive Session.

At 7:30pm McClure made a motion to end executive session and return to open meeting and Friend seconded.  Voting yea, Barnard, McClure, Anderson and Friend.  No nays.

Mayor Crump thanked Robert Ader for his service to the City.  Robert Ader will be turning in his paperwork for training to take over Charlie Amell’s position when Charlie retires in 2 years.  Robert Ader will attend the November testing for the water treatment plant and next May for the sewer.


At this time Charlie Amell gave the following project reports:

(1)   Charlie is working on clarifier and putting on sweeper arms.

(2)   Cherry Lane water line has been repaired.

(3)   Vic Coles from Brown Environmental wants to do a wastewater class in Riggins.  In August with 15-25 people attending.  The City will provide coffee and donuts and a place to hold the class.  This is a continuing education class.  Barnard moved to allow Charlie set up and organize the class for August, Friend seconded.  Voting Aye, Barnard, Anderson, Friend, McClure.  No nays.  The City will provide the coffee and donuts and the Heritage Center for the class.


June 23rd White Water Park meeting was discussed.  Council would like to have the CCC Bus take Council and engineers to the site.


June 23rd will be the next budget hearing and the EMS Director interviews will be held at that time.




Park Use:  The Canyon Communities Coalition put in an application for park use for July 4th 8am-12pm for the Freedom Festival.  Alcohol will be served with the Chamber of Commerce providing the permit and insurance.  Motion made by McClure to approve the park use permit, seconded by Friend.  Voting aye, McClure, Barnard, Anderson, Friend.  No nays.


Barnard presented a draft of a letter to the Idaho County Tax Assessor for the City Council to review.  The document, which is proposed to be presented by the Council as advocates of the city, protests the 2008 tax assessments. A meeting will be held at 10am on June 10th in Grangeville with the Idaho County Commissioners.  Barnard made motion to present to Tax Assessor, Anderson seconded.  Voting aye, Friend, McClure, Barnard, Anderson.  No nays.




McClure would like to know if the new General Store is paying commercial rates on garbage, sewer and water.


Jack Kappas has made a complaint that someone is putting fecal matter in the dumpsters at the park.  He will check with the BLM on this matter.


The Council would like to get a city sign ordinance going and want to have this on the July agenda.  Also need to remind the General store that they have to have a permit from the state to put up their sign.




River Rock Café would like to have the irrigation fees removed from their account.  The Council would like to have a letter written on why they believe the fees should be removed.  McClure made a motion to put on hold until next meeting.  Barnard seconded.  Voting aye Barnard, McClure, Friend, and Anderson.  No nays.


McClure made a motion to transfer the liquor license and resort tax permit from the Rodeo Club Bar & Grill to the Rodeo Club Bar & Grill LLC.  Anderson seconded.  Voting aye, Barnard, McClure, Anderson, Friend.  No nays.


There being no further business, the meeting was adjourned.
