RIGGINS CITY COUNCIL
March 13, 2013 – 9:00 a.m.
This special meeting of the Riggins City Council was called to order by Mayor Glenna McClure. Councilors present were Akins, Friend and Miller. The purpose of this special meeting was to review issues discussed at the March 11th meeting when a quorum of the Council was not present.
The minutes of the February 11th and March 4th meeting were presented. Council members were individually polled and all confirmed they had read the minutes. In regards to the February 11th minutes, motion made by Akins and seconded by Miller to make the following addition to the minutes: “Akins made a motion to accept Glenna McClure as Interim Mayor; seconded by Miller. Voting yea, Friend, Miller and Akins; no nays; motion carried”. Voting yea, Akins, Miller and Friend. No nays; motion carried.
FINANCIAL STATEMENT: The financial statement was read detailing $854.30 paid after the February meeting, bringing the total February disbursements to $38,283.83. Bills in the amount of $19,371.29 were then presented for payment. After review, motion was made by Friend and seconded by Akins to approve the financial report and allow the bills. Voting yea, Friend, Akins and Miller. No nay’s; motion carried. A copy of the financial report is attached and hereby made a part of this record.
BIDS FOR ELECTRIC MOTORS: One bid was received from Bill Bieren for $150. Akins made a motion to accept the bid of $150 from Bill Bieren for the two electric motors previously declared surplus; seconded by Friend. Voting yea, Miller, Akins and Friend. No nay’s; motion carried.
CONSULTANT AGREEMENT: Being reviewed by Charlie Amell; on hold until April Council meeting.
CROSS-CONNECTION and BACKFLOW RESPONSE PLAN: Miller stated the Council needs to review these documents. Table discussion until April Council Meeting.
CLARIFIER PAINT: Discussed costs to remove sludge - $265 per load and .06 per gallon. Charlie estimates he can process half of the sludge through the drying beds. Discussed drafting a letter to JC Constructors to address sludge removal costs; does Sherwin Williams have Errors & Omissions Insurance that would cover this? Friend made a motion that Mayor McClure draft a letter to JC Constructors requesting they cover the costs for sludge removal; seconded by Akins. Voting yea, Miller, Akins and Friend. No nay’s; motion carried.
ASSOCIATION OF PUBLIC WORKS PROFESSIONALS: Membership cost is $10 for cities with five or fewer Public Works employees. Akins made a motion to join this association for $10; seconded by Friend. Voting yea, Friend, Miller and Akins. No nay’s; motion carried.
APRIL – FAIR HOUSING MONTH PROCLAMATION: Reviewed the proclamation. Motion made by Miller and seconded by Friend to authorize the Mayor to sign. Voting yea, Miller, Akins and Friend. No nay’s; motion carried.
RESOLUTION #13-01 – NON-DISCRIMINATION ON THE BASIS OF DISABILITY: Resolution #13-01 was reviewed. Motion made by Friend and seconded by Akins to adopt Resolution #13-01 as presented. Voting yea, Akins, Friend and Miller. No nay’s; motion carried.
HERITAGE CENTER – RENTAL WAIVER REQUEST: The AARP would like to hold a Driver Safety Course May 18th at the Heritage Center; they are requesting that the rental fee be waived as they do not have a budget for the $20 rental fee. Motion made by Friend and seconded by Akins to waive the Heritage Center rental fee for the May 18, 2013 AARP Driver Safety Course. Voting yea, Akins, Friend and Miller. No nay’s; motion carried.
PARK USE APPLICATION: Request received for the June 14th Minkler/Zolber wedding; alcohol will be served. Motion made by Akins and seconded by Friend to approve the Park Use Permit for the 6/14/13 event, contingent on the City receiving the Certificate of Host Liquor Liability Insurance coverage. Voting yea, Miller, Friend and Akins. No nay’s; motion carried.
There being no further business, the meeting was adjourned at 10:00 a.m.
