SPECIAL MEETING

February 4, 2016 – 2:00 p.m.

City Hall

This special meeting of the Riggins City Council was called to order by Mayor Glenna McClure.  Councilors present were Miller, Wilson, Friend, and Akins.

The purpose of this special meeting was to review the Equivalent Unit (EU) Schedule for Sewer and Garbage; to discuss concerns with EMS dealing with an abusive patient; to hear a request regarding water service on Account #1-40; and to discuss the shared service line to a property which is for sale (Underwood RV Park).

WATER SERVICE - #1-40:  Brandi Ross addressed the Council regarding the water service to Roberta Hamell’s property located at 902 North MacArthur.  Water service was terminated to the property on Friday, January 29th due to a past due balance on the account in the amount of $908 through December 2015.  Brandi indicated she was advocating on Hamell’s behalf to get the water service restored; she has been working with Community Action, Salvation Army and a local church organization to get pledges to assist with paying the utility bill; Brandi indicated the agencies want assurance that any monies paid would go towards the past due bill.  Brandi stated she, her fiancée and children are living at the property.  Council discussed needing a written statement from each agency showing the amount each are willing to pay.  Motion was made by Wilson to deny the waiver request; motion was amended to if written pledges from reputable public agencies showing the amount each will pay, and if those amounts total the amount past due of $988.70, are received by the City Clerk by February 10, 2016, water service will be turned on to the property; seconded by Miller.  Voting yea, Miller, Wilson, Akins and Friend.  No nays; motion carried.

EMS – ABUSIVE PATIENT:  Janeen provided the Council with a review of numerous calls from an area resident; issue has been reviewed with Dr. Dardis.  Janeen assured the Council that State protocol is being followed, with each call being documented accordingly.

EU SCHEDULE – SEWER/GARBAGE BILLING:  Council reviewed the Sewer Ordinance and EU Schedule.  It was decided to draft a letter to commercial business owners advising them the Council is reviewing the sewer and garbage billing system, explain the EU system, and request that each commercial account complete an assessment for billing purposes.

SEWER LINE – UNDERWOOD RV PARK:  Councilor Miller stated the sewer line at Summerville’s needs separated from Underwood RV Park; when Ray Sterger came to the Council in July and August of 2015, he was advised of the requirement for an easement between Summerville’s and Underwood’s RV Park for the shared sewer line.  Now that the RV Park property is for sale, the sewer line should be separated.  Councilor Miller stated a letter should be drafted to Underwood, Summerville’s and the real estate agent advising them of the City’s requirement and Idaho State Plumbing Code #721.  He advised there is a tap at Canyon Jan’s, not at the RV Park. 

At this time, Councilor Miller had to leave the meeting.

Discussed the easement for the sewer line that crosses the RV Park property; easement must be recorded with the County and a copy provided to the City. 

Also discussed the need for sewer hookup fees to be paid by the RV Park; a separate tap into the mainline is needed.  Mayor McClure indicated she will consult with the City Attorney on the matter.   

There being no further business, the meeting was adjourned at 4:30 p.m.
