Notice of Public Hearing on Fee Changes

The City of Riggins proposes the following changes, which may result in an increase of fee collections for garbage service and non-resident library patron cards, beginning October 1, 2006, by amounts that exceed one hundred and five percent (105%) of the current fee revenue from the previous year.

(1)      Garbage Assessment:  It is proposed to increase the minimum garbage EU assessment for various commercial businesses including bars, cafes and outfitters, and to eliminate all EU fractions.  This proposed change in EU assessment will result in increased garbage fees for various commercial accounts by amounts that exceed one hundred and five percent (105%) of the current fee.  EU assessment for residential properties will not be affected.  The change in assessment is proposed to more accurately address the volume of garbage being produced by these businesses and to eliminate charges for fractions of EU’s and corresponding garbage carts.

(2)      Non-Resident Library Patron Cards:  It is proposed to eliminate the Single Individual Patron Card, which is currently $7.50 per year, requiring all non-resident patrons, both single and family, to purchase the $15.00 Salmon River Public Library Patron Card.   The proposal to eliminate the Single Individual Patron Card will result in an increase in fees for some users by amounts that exceed one hundred and five percent (105%) of the current fee.  This change is proposed to insure a more equitable assessment of the service fees, per household, for non-residential library patrons.
